Notably, however this time I read it because I was struck by the design on the colour leaflet and because it represents a step up in the upcoming constittutional referendum on the rights of the child by the right -wing in this country. The name "National Disability Authority" had a certain ring about it when it was set up in 2000 A.D. It seemed as if a strict teacher was being appointed to the task of preventing disabled people from being bullied any longer. However the fear now materialises that "authority" is the last thing disabled people want in their lives. Indeed most people are uncomfortable with the idea of authority and we all resent people who set themselves up to tell us what we can and cannot do. My vision for 2007 is we will revisit 'Who framed Roger Rabbit?'. You see Bertie the half Jack Russell and Kerry Blue (what a mix?) will get rid of the rabbit subtly with some deviance thrown in........According to today's paper's he is making overtures to Joe Costelloe. If the numbers add up in June there could be an FF/Labour coalition.......Now what about McDowell. Let' us get real here. The Health and Safety Authority (http://www.hsa.ie) published new draft guidelines on the prevention and resolution of workplace bullying. Interested parties are invited to submit comments and observations to the Public Consultation Phase on the draft by the 16th of January 2007 before the guidelines become a Code of Practice with legal force. The new Code does not compel the assessment of bullying within Safety Statements, the production of monitoring information about workplace bullying episodes, transparent procedures or objective investigation of bullying complaints. No State authority is nominated with responsibility to enforce effective measures to reduce workplace bullying behaviour. The Moriarity Tribunal has given us a clear indication of the past state of Irish politics. if we are to learn anything, it should be that political life must be more carefully scrutinised and that initatives proposed by politicians must be more openly debated before taxpayers are asked to pay for such proposals. In light of the Moriarty Tribunal report into payments made to Charles J. Haughey, it seems as good a time as any to reflect on the career and influence of one of the most controversial politicians - some would say the most controversial politian - that Ireland has ever seen. We now have a clearer, almost forensic, understanding of what Haughey gained from public office, but what about the balance to that? What did he give to the Irish people? What did he leave behind?
