with reference to Prionsais de Rossa.

An introductory guide to how interlocking circles of influence work for Irelands powerful and important people with reference to the press statements from NATO/OTAN the French Government Reuters Welt the Chancellery of Berlin and the accents of certain custom and excise officers encountered at Calais and Dover in the Fall of 98.

First off...
Bertie dont panic this is only an accrueing allegorical spell of Dantean proportions I shant be attacking you directly in this one.

What are the circles of influence for Ireland?
well we have lots of money -but where does it come from?
we have people.-where did they go?
we have owners -where do they live?
we have voters.-keep them in the dark.
we have investors.-where do they live?
we have infrastructure.-who paid for it?
we have an army.can we afford to upgrade it to NATO status?
we have a constitution.-would you not like to keep this clean?

we have the €uro.

dont we have oddles of punts stored somewhere?
no we decided as part of our "euroness" to destroy them. Bertie took pride in Ireland being the first to destroy its old currency.
so we cant leave Europe?
we could leave but we would need to do something about the currency.
like the British?
you really are very clever.

So I am busy writing to Prionsais de Rossa, he represents the "left of ireland" as a Euro deputy. He has represented the "left" for many consitutiencies and more than few parties. Here is a short but incomplete list SFWP WP DL Lab.

Now as some may have noticed I am taking part today in "international day of interlocking circles of influence". So far we have seen lots of text, a bit of music, a nice sculpture and a few stamps bought. The stamps are for the letter I am writing to Prionsais de Rossa.

Now Prionsais and I have something in common, we both have passports from the Irish state with our names in gailge on. He will know as I do that that can cause moments of "cultural interfacing" at customs desks or upon hotel checkin. Prionsais of course chose a sensible way of avoiding this by becoming "a European top level politician". I however have not, and I can tell you that Dover officials can murder the lyrical nature of Irish names. Now as a top level European politician Prionsais can avoid hotel checkin and Customs men and women with panache, but he gets to meet less ordinary europeans than I do.

Prionsais has seen a few interlocking circles of influence in his day. Let us look at a few so as not to panic Bertie´s advisors too much (they´re having a bad bad day). Now thought I, here I am ("not a top level european politician") thinking about Macmillan and his circles of influence and the family silver and Bertie and Neutrality and a web-page of the French government called the "news in pictures". Now how do the circles work again?
ok right now the British Pound is worth $0.62. And the Irish and French and German and Italian and Belgian and Greek euro is worth $1.07
If today you were to sell the family Silver you would get 4.52 an ounce for it. And if you were to buy some Oil be it from Saudi where the two million pilgrims and half a million US soldiers are or indeed Venezuela or humble little Norway it would cost $32.66 a barrel. Now if you like many Irish rich people, hold shares in London or US floated companies you will be noticing that stocks are sagging. IN other words you will be noticing that you are poorer. Not enough to warrent buying Oil by the barrel for your village but with blue chips skidding to fresh four-month lows as the looming threat of a U.S.-led attack on Iraq and heightened security concerns put investors on edge in the New York exchange you would also be noticing Mr Greenspan. Mr Greenspan is warning about the defecit, forcing the White House to admit the Federal Reserve chief was at odds with President Bush's push for quick economic stimulus. He has joined an impressive array of ten Nobel Prize winning economists to do so. So what does that mean? Well if you are one of the Irish rich with a home or porperty in the USA you may be thinking about the mortgage rates. Hmmmm. you would then return to the London FTSE where shares crumbled today as the sight of tanks guarding London's main airport, mounting fears about war in the Middle East and a grim report on UK economic growth sent investors running for cover. Where would they find that cover? quite right not in New York. So where else would the rich Irish business top level type place the cash? Tokyo's Nikkei has just closed at 3-week high. Japan by the way is supporting the implementation of UN resolutions. And their neighbour North Korea has just been assessed by the CIA Chief. He says: "N.Korea Could Hit U.S. with Nukes". So The IAEA have decided to refer the N.Korea Crisis to the Security Council of the UN. I have explained the UN to both readers here and in NYC.
also in todays joycean circulation is the Reuters asertion that Iraqi missile exceeds allowable range. The keen reader will remember I told everyone that last year. I said and I qoute "here is a medium range missile with biological warhead capability you have forgotten about and a little poem as well". Its name is the Al Samoud. old old hat. Germany have just agreed with Spain a deal to do something about Oil tankers. Spain doesnt have enough money to do enough for the Prestige and the French have mostly been picking up the deep sea cost. In the context of President Vladimir Putin's state visit to France, Justice Minister Dominique Perben and Foreign Minister Igor Ivanov of the Russian Federation, signed yesterday, February 11, a convention on the transfer of prisoners between the French Republic and the Russian Federation.
The convention allows persons sentenced to jail in France or Russia to serve their sentence in their country of origin and thus have the benefit of support facilitating their return to society, this being for France and for Russia the main objective of a criminal sentence.
The signing of this convention reflects the intensified cooperation between our two countries in the judicial domain. Our cooperation focuses primarily on training judges, intellectual property protection and the judicial protection of young people.
The recent appointment of a judge to serve as adviser for legal and judicial affairs at our embassy in Moscow highlights the importance we give to this cooperation.

I am most happy with the judicial protection of young people. I am unhappy with the intellectual copyright and think that prisoner transfer is a key right.
Now closer to my little home of Barcelona Mr Aznar and Mr Zapaterotistiti have just exchanged formulaeic questions and answers in the Madrid parliament.
Mr Z. has reminded Mr A.
that security is the best guarantee of Peace not War", and that "Spain has responsibilities to assume". He then went on to say that any War may cause more oppression more victims and more terrorism and international instability.

International instability is often caused when there are problems in the interlocking circles of influence. IF for some reason one of the circles is dodgey the others seem to either follow the dodgeyness or not depending on the year´s season.
Now at the beginning of this year I told you all 2003 will be different. There is a new but still fragile appraisal of the circles of influence. The USA is most certainly in a great big mess, and the UK is as well. Ireland´s politicians too have for the most part followed US/K into that mess. But sooner or later after "Sept 11" something was going to happen. And it is called for some "the war on terror", whose end we hope will bring peace for all, be they living in the USA or not. For we must remember that the USA is excluded from many of our interlocking circles. In 2001 it was expelled from the Human Rights council of the UN, in 1999 it left the family of clean social democratic elections and it has also chosen to leave the international tribunal on war crimes.

oh dear who is going to tell them the offence they have caused?
How do you explain cultural interfacing cock-ups like this to North Americans?
because we have no precedent for this do we?
no we do not.
that is why it is all so very very interesting.

Which "we" has lots of money? A large number of Irish have less according to the last CORI report on poverty.

_They_ would like _us_ to think that _we_ are _them_!

Meanwhile it's more cars for the ministerial merc being driven over the speed limit by felons thrown out of the force for killing old people while speeding so that "we" can get to our jobs.

That said, I take your other points.

there are so few rich in Ireland is one of the secrets of Ireland. The "absentee" phenomona stretched long past James Connoly´s "their banks will still rule you" lost its gold standard.
