This summer flooding really came to Europe. Almost 50 died, a very small figure which reflected community awareness and good municipal responses. But all scientific evidence now suggests that these incidents are best to be considered as part of a new pattern related to global climate change. We are not dealing with the causes in the short-term. We are thus dealing with effects which are long term. The report finds that the legal agreements governing the project place a ‘price tag’ on human rights by creating financial disincentives for the governments of Chad and Cameroon to protect human rights. The agreements may require the two countries to pay large financial penalties if they interrupt the operation of the pipeline or oil-fields – even when making an intervention to protect rights and enforce laws that apply elsewhere in their countries. Hundreds of thousands are left homeless. Tens of thousands have been shipped to Texas as refugees. Buildings have collapsed. Entire communities have been reduced to rubble. The city of New Orleans, one of the centres of history and culture in the US, will likely be uninhabitable for months. The death toll from Katrina is certainly in the hundreds, and it will probably reach the thousands. Some commentators say this was all unavoidable, but that is a lie.
