UP TO 2,000 elderly citizens in Limerick will be forced to pay for their refuse collection for the first time next year following the axing of a waiver system. The Irish Independent has learned that the city manager has received legal opinion that the waiver scheme is not legally grounded. Since the privatisation of the refuse collection in Limerick over two years ago, the local authority had been paying up to €200,000 per annum to waste collectors.
