An application will be made to the High Court today for leave to challenge a decision by the Minister for the Environment, Dick Roche, to clear the way for construction of the M3 motorway. A campaigner against the motorway will seek to test the validity of the Minister's directions under the National Monuments Act in relation to 38 archaeological sites.
