"The ... purpose of [the program] is to create a national information sharing system for specific industry groups to report suspicious, publicly observable activity that could be related to terrorism."
It will include "a single phone number for reporting potentially terrorist-related activities occurring in public areas".
Don't worry though - you've nothing to worry about if you're not a terrorist.
