Before FAS existed ,there were training agencies in ireland such as MANPOWER AND ADCO..They were services that worked for the people and not for the purposes of furnishing their greens(euro)..
For example,300 people may be required for employment in a warehouse in cork and they would,have people working for manpower and adco,who have the necessary skills to train them,most would have 10+ years experience in a factory setting..
Most FAS employers are not even required to have training and it is only recently(last year) due to government changes,they put their untrained,unqualified,(some without any previous work exp),for a training course..
When FAS emerged,they put a lot of investment into their own furnishings,and were more suit and collar,than hands on.Since FAS started they have had a turbulent beginning,and that is not likely to change,when you have a government agency(YES GOVERNEMNT),in a sembiotic relationship with companies who they in turn subsidise(provide financial relief)to them,where do the general public fit into that equation..NOWHERE.Because if you observe your rights as a fas worker carfefully you will realise you are threading a very thin line and you are wide open to abuse depending on the employer.
Although you have rights and obviously like anybody who is employed you are entitled to avail of them.
The FAS complaints procedure is outlined on their webpage at fas.ie,but provides only their OWN agencies to investiage managers and supervisors..I have read an article that the FAS office in dublin has been innundated with complaints,and they were struggling to get through all of them.
There should be a training agency, that actually works for us,not against us.
FAS is there to make the social welfare statistics flatter the governement and make them look like they are doing their job,because when you work for FAS( even though you do not get the minimum wage) you are defined as a worker when it suits them,and unemployed when it suits them,so there is a VERY BIG AND WELL THOUGHT OUT SYSTEM ABUSE OF HUMAN / WORKERS RIGHTS BY FAS.For example your uemployed status,could be manipulated by an employer for his/her gain,in certain scenarios,and in my experience i have been subjected to this in a meeting room with one supervisor and company boss,i later complained to SIPTU and the FAS Community officer..
And this abuse of worker rights(being gray on the classification of whether you are employed by a. fas b.the company or c.you are just UNEMPLOYED...Given the oppurtune moment or scenario,they will let you know in due course..
This only works for FAS administration and staff who want to leap frog into respectability,not the community worker /ce worker,not the unemployed and not us the regular taxpayers,which is all of us.
If you ask any employee of FAS,what the main function of FAS is,they will not be enabled to answer that question with all honesty..As the function of FAS is to provide finacial releif to the likes of multi national companies and furnishing their own brand of 'TRAINING'..
