Russia Says Ready to Accept EU Police Mission in Georgian Buffer Zones

BRUSSELS (EUX.TV) -- Leaders of the 27 countries in the European Union are to agree on Monday to send an EU police mission to Georgia as soon as possible. Russia, meanwhile, said it's ready to accept these EU police monitors also inside the buffer zones with South Ossetia and Abkhazia.

According to people familiar with the negotiations at today's EU summit, a declaration is being drafted in which the EU member states will agree to send police offers to Georgia to be posted in various parts of the country. The mission would be part of the European Security and Defense Policy, known as ESDP.

"It would be a full-fledged ESDP mission," said a diplomat.

Meanwhile, Russia's ambassador to the European Union, Vladimir Chizhov, told a conference organized by the German Marshall Fund for international relations that Russia is willing to accept such an EU police mission inside the buffer zones it has set up near the borders with South Ossetia and Abkhazia.

"We are prepared to discuss an international police mission in the buffer zones," said Chizhov. "We will be looking forward to discussing this with our EU partners."

Lisbon Treaty

If the Treaty of Lisbon is ratified it will create a new post of High Representative of the Union for Foreign Affairs and Security Policy (superseding the High Representative for the Common Foreign and Security Policy, instead of a Union Foreign Minister per the failed Constitution.) However the post's ability to function independently of member states is limited through an agreement....

''The most important Irish problem with the Nice Treaty was identified to be the perceived threat of the new Treaty’s paragraphs on European Security and Defense Policy for Irish independence and traditional neutrality in defense matters. Ireland was hence granted a country specific protocol on defense policy guaranteeing its neutrality – and the voters accepted the Nice Treaty plus protocol in second referendum in 2002.''

MILEX 08 will be based on the ALISIA scenario, which is being used for EU exercises in the time- frame from 2007 to 2011. This scenario depicts the situation regarding two fictitious countries, Rhodania and Relinesia, in which one of them identifies its need to have access to the sea and tries to achieve this goal through military force. This ignites a violent conflict between Relinesia and Rhodania which results in a UN resolution which mandates the EU, in accordance with Chapter VII of the Charter of the UN, to restore peace through the separation of parties by force and the establishment of a demilitarised zone in the border area between Rhodania and Relinesia.

The private security company used by shell and the large military style fence on the community owned shore on Sovereign Ireland - used now by shell --- does the shell activity in Ireland seem to resemble exercises used by the private security contractors (blackwater) in Iraq around issues of oil? This question is being posed simply hypothetically. Hypothetically speaking, the shell built and paid for military -style fences could later be used by a foreign military in a larger scale attack on Irish sovereignty. All hypothetical, (and logical) of course.

In addition, the recent actions of Garda shown on indymedia.ie towards Irish in the republic is disturbing and thought provoking.

Another question: Have any complaints of this been lodged at the UN? Not that anyone in that body would actually care, though it is protocol to lodge a complaint to be referred to later. Are there interested barristers in Ireland willing to write such a complaint? There is a barrister in Scotland (represented the trident three) who might be useful in this situation.

which as every member of Interplod knows is the international law covering non-coastal states' boats entering or leaving the Black Sea. As skippers and people who watch Russian billionaires' yachts carefully know, surface to air missiles aren't covered in the treaty but it's kept strictly enough to mean China had to take delivery of a warship with all its guns larger than eight inches (203 mm) delivered seperately by plane.

http://www.globalsecurity.org/military/world/naval-arms...6.htm

That's why the US coastal guard vessel Dallas went to Georgia (weenie guns but nifty missiles) instead of something meatier. http://en.wikipedia.org/wiki/USCGC_Dallas_(WHEC-716)

By meatier you'd be hoped to understand "a more useful vessel to humanitarian aid delivery and hospital drops" than a Brit Royal Navy helicopter boat doing the Cork organ transplant run or the RNLI lifeboats who fished the white kiddies out of the Irish sea when the Dun Laoighaire junior regatta went wrong in Summer 2007 (C/f this archive article : "First Coke now Kids!" http://www.indymedia.ie/article/83315 )

The Irish navy would probably love to police the peace between the USCGC Dallas and the Russian flagship cruiser RFS ’Moskva’, which is a specialised missile launch vessel of 186.4 metres length currently at anchor in Abkhazia.
http://www.russiatoday.com/news/news/29574

They would take great pride in photographs of them next to big boats.

Because at the moment the Irish Navy has two vessels which under Irish Law or under the orders of the highest Garda "on the scene" in Mayo ostensibly stopping a group of activists in kayaks with access to one fishing boat from stopping the largest pipeline laying ship in the world.

But they're under Garda command.

That is the precedent for military support to Garda.

The usurper commodore's name is Superintendent Gilligan unless of course a Superintendent from the Garda water squad is present. If they had a Superintendent that is. Superintendents cost money.

We have no photo of acting Commodore Gilligan in swimming trunks or a lifejacket. But Interpol ( interplod http://www.irishtimes.com/newspaper/ireland/2008/0901/1....html ) probably know if he can swim & may even have file images of him shagging on a foreign beach whilst on holidays. You can do that on a Superintendent's salary.

The Irish army is obviously overstretched in between usual duties and sorting out Chad. We should send the Navy to the Black Sea.

Redjade

I am genuinely interested in your research above and intend to spend some time studying this.

Also this

"In addition, the recent actions of Garda shown on indymedia.ie towards Irish in the republic is disturbing and thought provoking. "

I have missed this. Could you give any links.

In general my own position. I see the EU as a supra national organization and it is not surprising that it begins to attack Irish nationhood, and the Irish ruling class because they are essentially weak must become a class which uses nationalism for its own reactionary ends but become more and more an anti Irish entity.

On Georgia. The main aim of US and British Imperialism is to control Russia and China, and essentially to make war on Russia and china.

Some of these issues I have placed on

EU ministers have committed to launch a joint maritime convoy operation off Somalia, where pirates have increased attacks on commercial vessels. Germany would send one frigate, said Defense Minister Franz-Josef Jung.

[....]

"We have given a mandate (to EU top brass) to continue the planning for the launch of this operation in the month of November," he told reporters. "We will see what means, NATO and European, can be added."

Belgium, Cyprus, France, Germany, Lithuania, the Netherlands, Spain, Sweden and possibly Britain would be involved in the task force, Morin said.

The article says nothing about Irish Troops and Somali Pirates - but the article does show that an EU Army some sort is emerging and doing real things these days. In other words, the Lisbon Treaty and supposedly protective it is for Irish neutrality is a serious issue - in case, anyone ever thought it wasn't.

And, this article shows how this EU Army will be working side-by-side with the Saudi Navy...
