To test or not to test?

On 13 and 14 October the Ethical Platform of the Council of Europe will meet to finish they work on recommendations regarding drug prevention in school. One of the most important questions they have is to if the instrument of drug tests should be done in schools or not.

We are asking You to help them answer this question by filling the ENCOD survey. Our representative will be on this meeting to make a presentation on this topic ( http://action.encod.org/~slu/EthicalPlatformSpeech.doc ) and to show them your answers. Well, I learned how to skin up in Secondary school, and can't help but think that if I'd had a series of practical tests at the time, my basic rolling skills could have been up to a better general standard before I went to collage. This would have avoided a number of embarassing incidents during my collage years when other more experienced rollers had to take over the reigns half way through a doobie. I now do the same for others, but wouldn't it be of advantage to be a nation of high rollers? I have a friend who once held a whole group of Bahamanians enthralled by putting together three skinners, they didn't know how, imagine!! But I suppose that goes to show that we're probably in the top ten rolling countries in the (developed) world, so no, I don't thnik there is any need for drugs testing, well maybe you could teach a thing or two about the etiquette of cutting lines, but I feel this is a little advanced and should be kept as a third level, and indeed professional, pursuit.
