Ireland's 'Secret Service' Boom

"Secret Service" received an 85% funding increase from the government in this year's budget. What exactly is it? "It is secret" said Mary Hanafin in Dail Eireann.

Today I received a reply to a question which John Gormley kindly asked the Minister for Finance on the "Secret Service" spending hike. The question and answer are below, but I feel none the wiser still.

First though here's a little bit of dialogue from Dail Eireann between Aengus Ó Snodaigh and Ms Hanafin:

Aengus Ó Snodaigh: ...I refer to increases in some areas of expenditure, one of which raises questions. Why was the Secret Service Vote only half spent last year and yet the new figure represents an increase of 85% on that of last year? That has happened regularly in the past ten years.

Ms Hanafin: It is secret.

Here's the John Gormley question (answer from the gov is just as helpful as before..)

Secret Service for 2003 has increased since last year; if so, the
explanation


for any such increase; and if he will make a statement on the matter.

Minister for Finance (Mr. McCreevy): The Estimate for the Secret
Service as published in the Revised Estimates for Public Services for
2002 was ?900,000 and the Estimate for 2003 is ?831,000. It is not
practice to divulge information on explanations relating to expenditure
on this Vote.

when the Garda questioning left me alone for a while I recall I tried to get into the "british embassy" box file, there were 8 of them.

but they were another ruse, they were empty.

Eoin, I agree the spending increase re the SS is quite bizarre - what exactly is it;

1) Police - couldn't be as they have their budget that is dept of justice and garda budget
2) Army - again specific budget lines and allocations for this fiscal year.

I have heard variosu theories, namely;
1) Cash payments for garda informers
2) Costs under the witness protection
These two however would be covered already by the Army or Garda

The third theory i heard is that it is used as a sort of unrestricted fund by Dept of Foreign Affairs for overseas stuff. This sounds a bit too 007ish for credibility.

The questions remains who or what is the irish secret service and given that the percieved 'threat' to the state is neligible from republicians, where or what is the million odd euro been spent?

Any ideas - anyone?

The fact is there has been a massive increase in people getting involved in revolutionary organisations in the past year- largely due to the war, and other political issues etc.

The State will want to keep an eye on this as these activists are a threat to their state. There is no conspiracy theory here. But dont be worried most of what they get on organisations is highly unreliable and usually blatently wrong.

And dont be surprised who will help them out in their tasks of getting information on people. In the UK Trade Union bureaucrats gave info on activists. And even here in Ireland it's been alleged that the UCDSU president has given over info to state agents.

Every country has a secret service and if you could get information on their activities by simply looking through some dail papers then we really would be a joke.
By their very nature what they do is secret and so it cant be disclosed. Simple really!
