I'm sickened to see these inhumane war mongers sitting so high and mighty. I just stumbled across these pages on the internet that show just how much money is being wasted and their plans for another huge arms business fair in early June. We had their 'spectacular' air shows in Salthill, Galway during last summer as their same helicopters were bombing Jenin Refugee Camp.....

For anyone who hasn’t educated themselves already, here’s an interesting piece of reading from Government Internet Sites; it shows just how much money is being spent in the arms industry by nearly every state across the globe. The figure shown below - $1,305,400,000 – is the estimated cost of only 21 aeroplanes called ‘Hawkeye E-2Cs’, that’s a phenomenal amount of money that could otherwise be used to dramatically help put an end to the worlds poverty.

On 26 April 1999 Northrop Grumman was awarded a $1,305,400,000 multiyear advanced acquisition contract for the procurement of 21 airborne early warning E-2C aircraft in the Hawkeye 2000 configuration for the US Navy, and long lead material for one aircraft for the government of France under the Foreign Military Sales Program.

Work will be performed in St. Augustine, Fla. (80%), and Bethpage, N.Y. (20%), and is expected to be completed by July 2006.
Taiwan received four E-2T [for Taiwan] Hawkeyes as of September 1995 as part of a $749.5 million deal with US firm Northrop Grumman. In conjunction with F-16 and Mirage 2000 fighters, the E-2Ts will enhance Taiwan's air defence capability.

Conference Information
DSCR Tour
We will once again be offering a tour of the Defense Supply Center Richmond as part of this year’s
annual business conference. The tour, which should take approximately 2 1/2 hours round trip, has
been scheduled for Thursday, June 5, in order to allow you two full days and Thursday morning to
take part in the forums and workshops we have scheduled. The first bus departs from the Holiday
Inn Select at 1 p.m. Space for the tour is extremely limited, so it is vital that you indicate on your
registration form that you will be taking the tour.
Pre-registration and Ice Breaker Social
The registration form at the back of this brochure should be mailed to arrive no later than May 23,
2003. Information packages will be available Monday evening, June 2, 2003. After collecting
your conference package, join us in the Shenandoah Ballroom for an icebreaker social.

experts give live demonstrations of the Internet (the DSCR site) and the Procurement Gateway, and

A ceremony honoring the center’s best value medalists -- vendors that have demonstrated

Workshops for 2003
Acquisition Initiatives
In order to meet the growing and changing demands of the DoD customers, the acquisition
community continues to develop new techniques in contracting and innovative business practices.
This workshop focuses on these initiatives and how DLA is working to implement them. The topics
covered will include: Supplier Teams/Metrics - A key component of DLA’s transformation of
business practices, including the shared metrics and goals which will enable DLA and its business
partners to provide world class customer support; Supplier Relationship Management - Another key
element of DLA’s new business practices with emphasis on problem solving and communication;
Strategic Supplier Alliances - The development and implementation of customer/DLA/business
partnerships and how DLA is aggressively expanding the concept.
Alternate Offers/Surplus Offers
This workshop will present the requirements and guidelines for vendors submitting alternate offers,
source qualification procedures and offers of surplus material. Updates will include requirements for
special emphasis items and vendor traceability.
Business Systems Modernization (BSM)
BSM is an information technology and business reengineering solution that is generating an
enterprise-wide transformation for DLA, its customers, and its industry partners. Since DLA
provides over 85 percent of the U.S. armed services’ requirements, this workshop will explore:
How integrated supplier teams and integrated customers teams are working together to
target more strategic, collaborative partnerships with our industry partners so that we may
jointly offer premier value-added supply chains to our customers - supply chains that our
customers not only prefer, but demand.
Lessons that we have learned from vendors and our customers during our Concept
Demonstration, and
Updates on enhancements that have been made to the tools that vendors and customers are
using in concert with the BSM transformation.
Electronic Information Systems
Spanning two sessions, this workshop focuses on doing business electronically with DSCR, and
will provide an overview of information readily available to your business. The presentation covers
electronic initiatives, including the Procurement Automated Contracting System, and DLA’s
Preaward Contracting System/Electronic Commerce; the procurement gateway, internet quoting, and
email notification. The center’s Internet site will also be discussed.

It’s Your Turn!
What can we do to become a better customer for you? This workshop, to be held in an open forum style,
will address issues and provide solutions to help DSCR better partner with its vendors.
After a short presentation by DSCR’s Business Operations director, we will open the floor for your
comments on the things we do well and areas where change could improve the process.
Packaging
Presentation will cover the latest packaging standards and guidelines as they affect government contracts.
How to access the packaging website for information will also be discussed as well as changes from
SAMMS to BSM as it affects packaging in government contracts.
Small Business
Discussions will center on the use and impact of long term contracting and surge requirements in the changing
world of Government Contracts. Vendors will learn about small business initiatives and marketbaskets and
gain insights in understanding the complexities of these buys. Time will be allotted for open discussion
and dialog.
Technical Data (TDMD)
In this workshop you will enhance your ability to quickly locate engineering drawings with related solicitation
and bid set information by more effectively using the Contractor’s Automated Package Request System
(CAPRS) web site.
You will learn how to register, to narrow searches to specific items; build and use effective profiles; track
restricted bid sets; Rights Guard Agreement requirements; and how to interface with DLA’s online customer
handbook, solicitations and other sites.
