from the HQ of the Liberation Army of Free Papua Movement

Got this in my inbox -

West Papua Today, 28 November 2002, the Collective Editorial Board of the Dairy of Online Papua Mouthpiece received a message containing the Order of Operation (Perintah Operasi or PO) from the HQ of the Liberation Army of Free Papua Movement (TPN/OPM).

Gen. Wenda argues that "TPN/OPM is not terrorist. It is purely for West Papua independence, on the basis of human rights and the UN Charter. The USA, Britain, Indonesia and all countries in the world at once rebelled against colonialism and they won. Papuans are now declaring war against state-terrorism in West Papua, for lasting peace, stability and security in the Pacific and Southeast Asia."

He argued that Indonesia is discriminative in resolving conflicts. It is ready to talk peace other organisations campaigning for independnece in Indonesia, but neglect the demand for meaningful dialogue by Papuan people. He expressed his suspicion that most probably Indonesia as a terrorist state wants the rebel groups to declare war and that it can act brutally.

In his letter to the CEB, he requested the world leaders to: 1. Understand that this war is part of the war against terrorism in Indonesia and state-terrorism in West Papua.

2. Put pressure on the Indonesian government to talk peace so as to resolve the lingering issue of the 'history' of West Papua annexation by Indonesia.

For the world NGOs and supporters to: 1. Ask and put pressure on the Indonesian government NOT to shoot on the spot innocent civilians as the Indonesian army and police normally do in West Papua. No more bloodsheds.

2. Stay on alert in order to send humanitarian aid to West Papua.

3. Put pressure on Indonesian government to talk peace with West Papua people's representatives.

He continued, "This is the war in demand for the recognition and respect of the fundamental and inalienable rights of the Papuans as human beings, no laws aganist this struggle."

News and updates on the war in West Papua will be available on daily basis at www.westpapua.net

PDP says "No war!", but does it talk with the TPN/OPM

Many times the PDP claimed itself as the single legitimate organisation for West Papua independence. It claims that there have been a series of discussions with the TPN/OPM and that it can handle what TPN/OPM plans to do in order to give more time and space for non-violent movement. However, not more than a week after the PDP issued its 'no to war' letter, today the TPN/OPM is saying a different story.

The remaining question is: "Does or Can the PDP negotiate with the TPN/OPM to follow its policies?" If not, "What is the proof of what PDP says that it does have daily communications with the TPN/OPM? Further questions may be, "Who does the TPN/OPM trust to speak for West Papua's political future?"

Only the time will prove and or answer these all, but the key issue is that "War in West Papua is unavoidable." (TW/AK)
