Jump To Comment: 1From experience of the recent occupation of Sellafield visitors centre, I'd say it's more likley the case that the place is not secure enough.
Sellafield has lots of security staff, but it still took 10 & half hours to get four people off the roof.
even look at Shannon airport, the cops were there in large numbers, expected a trespass and were still unable to prevent it.
As long as such horribel things go on, people will find ways past their defences. It's that simple.
