Tonight at 22.45 GMT the United Nations passed resolution 1973/211, which imposes a no-fly zone across Libya, as well as restricting the asset movements from Libyan national companies. Amid celebratory scenes in Benghazi with lots of fireworks and lots of automatic weapons fire , China, India, Russia and Brazil (sometimes as a block called BRIC) all abstained along with Germany.
