A short reflection on the current status of Anglo-American War Theory.

With reference to today´s european commercial mainstream newspapers all partners to the International Herald Tribune. For the benefit of "sad" and "irish american" people who just don´t seem to get the point of the blue flag with the twelve stars yet.

I´ll just start with the first three pages of France´s "national newspaper" France´s "International Herald Tribune" partner.
The Headlines today;

Mr Sarkozy worries about immigration, from mostly muslim islamic countries where the young people are getting used to hearing the USA our friends and cousins being described in most alarming terms. He also has an interest in Mosque building.

I believe a few of the older ladies in the Anglo-american peace movement are named Prudence.

I believe they are making reference to the "axis of evil", today of course the German partner of LeMonde and the International Herald Tribune, Welt also carries the joint declaration of the President of France and the Chancellor of Germany on the need to approach this whole thing sort of differently.

oh on page two where few people examine the typography the french report how George Bush 2´s popularity is at the lowest point since 11 September.

11 September was not the beginning of history.

Irish American I do not like TV. I knew about September 11 through fax and phonecalls. I will not quickly forget the description of the smell which lingered over Manhatten and Brooklyn for days.
But the current american adminstration is not "prudent" and is most certainly not calm. Mr Blair though awaiting a different incumbent of the White house chose to continue the British atlantic strategy of the post second war period one established by Macmillan´s most illuminating parlour game of interlocking circles of influence.

Blair saw no other option for upholding the interests of Her Majesty´s Britannic government. Thus Britain followed the USA though snubbed in the first weeks of Bush´s adminstration into the current flawed WAR foreign policy theory of the Atlantic block.

We may thus presume that were Bush to fall foul of the electorate or legislature of the USA for particularly poor government with an appaling record of foreign policy decisions, then Blair with his "democratic" mandate would quickly follow.

Macmillan placed the UK in the same circle as Washington. He chose to ignore the geographic realities of the other circle the emerging European block.

Ireland quite anomolously chose to enter the European circle with it´s common area partner (the UK as established by Fine Gael´s declaration of Ireland as a Republic) and continued to attempt to posititon itself "at the heart" of any emerging european block.

Europe has continued it´s apparantly correct analysis of the world strategic inter-realted spheres of influence and culture to develop an emerging superstate structure. This is a flawed version of Europe, but it shall for the foreseeable future not give Europeans another war akin to that we have suffered before.

Thus the flag of blue and twelve stars has always been thought of as an optional future negotiating point for the end to hyper capitalism and globalisation. That is as true now as at any stage before, in fact more so.

It might have begun with the global emergence of peace processes in conflict zones and the end to state capitalism in Europe.
It might have begun with the autonomies of Chiapas and the emergence of the Zapatista movement.
It might have begun with the debate seen before Kyoto and the disgust at the American rejection of a global decision afterwards.
It might have begun with the rejection of non democratic non accountable world economic institutions such as World Bank 2000.

It might have begun on so many days.

But it was felt most strongly on September 11.

That day the USA saw itself attacked.
Many americans left. One asked me afterwards "why did Europe not speak out? We need you now".
That same american upon learning that Kissenger who famously said "when I wish to speak with Europe who do I phone?" was to chair the September 11 inquiry said "Kissenger personifies American power and guilt, he is pax americana, is pax americana to be subject to inquiry?"

Is pax americana to be subject to inquiry?

I sincerely hope so.
